Accurint.com - for people searches and criminal history. You have to sign up, and the charge is $1.50 per search. No charge if no hit. The results are really quite amazing. It will give a history of current and past addresses and phone numbers, as well as information on likely relatives. "Least expensive nationwide people search database."

IHSS - an excellent resource in regards to what they may and may not qualify for as far as Welfare Benefits. This site also gives any updates that have gone in effect and also gives a listing of all of the local Welfare Offices, which is now called the Department of Human Assistance.
